Current gaps in resources, capacity and coordination hamper the efficient management of migration flows in Timor-Leste. Furthermore, the capacity of country officials to detect cases of smuggling of migrants and trafficking in persons is limited. This project aims to contribute to strengthening migration management and preventing irregular movements of people through an enhanced integrated border management system in Timor-Leste. Specifically, the project will aim to achieve the following outcomes: 1) the Government of Timor-Leste implements a whole of government approach for effective integrated border management; and 2) Timor-Leste's migration service and other relevant authorities and agencies involved in border security and trade facilitation effectively manage migration in line with international best practices and standards. To achieve the project objective and outcomes, the project will involve the development of an integrated border management National Action Plan and relevant gender-sensitive Standard Operating Procedures. Training and capacity-building of relevant government officials and the institutionalization of training curricula will also support the effectiveness and sustainability of the project.
