The Secretariat for the Development of Conventional Returnees and Refugees (SEDERREC, acronym in Spanish) in Paraguay is responsible for providing support to returnees and refugees, and develop policies and strategies with regard to reintegration. The SEDERREC doesn’t have reliable data in relation to the return and reintegration of Paraguayans, which makes it difficult for the government to develop evidence-based actions in a harmonized and strategic manner. Consequently, the services provided are not adequate and the communication between the government and its citizens is not effective. In addition, the reintegration process is not streamlined and delays in responding to applications along with an accumulation of files is often reported. Therefore, the objective of this project is to strengthen the integrated approach of the Secretariat in regard to the return and reintegration process. More concretely, the project will aim to achieve the following two outcomes: The SEDERREC uses the findings of a baseline study on the return and reintegration process in Paraguay, and makes use of a return management system, inclusive of gender-sensitive data; The SEDERREC improves the assistance provided to Paraguayan returnees thanks to the newly developed Return and Reintegration Strategic Plan, strengthened related capacities, and improved coordination among relevant institutions.
