Labour migration in Timor-Leste remains a relatively new concept. This project will aim to strengthen the GoTL's capacity to manage international labour migration and harness it as a key component of national development. Pursuant to this objective, IOM will facilitate the development of a National Action Plan on international labour migration (NAP) in partnership with the GoTL and other relevant stakeholders. The NAP will review strategic areas and existing frameworks in relation to labour migration management in Timor-Leste including the governance of labour migration, the protection and empowerment of male and female migrant workers, and labour migration and development. The NAP will include and assess the specific needs of male and female migrant workers, and developing ad-hoc recommendations.
Following a review and finalization process, including a consultation workshop with the GoTL and NAP development partners, there will be a launch event to promote and disseminate the NAP. There will also be capacity building activities including training workshops for GoTL officials on labour migration in cooperation with ILO and a
study tour to Indonesia. The capacity building component was specifically requested by the authorities, as a way for its staff to develop a knowledge base on Labour Migration.
