Armenia started its reform in the identity management system back in 2008, piloting biometric passports and e-ID card systems. In 2017, further upgrades were introduced into the national framework and the 123-N government decision on the issuance of biometric passports and IDs was adopted. However, the system is not yet fully aligned with the European and international standards and best practices in this field.
The objective of the project is to contribute to an improved identity management system for Armenian nationals and foreign residents in Armenia, and the two project outcomes will contribute to the project objective, namely i) the Government of Armenia strengthens its business processes for new biometric passport in line with international standards and ii) security and labour market regulations are improved through strengthened management of the work permit issuance system for foreign workers in Armenia. In order to achieve the outcomes, IOM shall support the government in assessing the needs and gaps in the field of identity management, analyse current business processes for participating state agencies, develop new Standard Operating Procedures (SOPs) compliant with international standards and best practices and conduct related training and simulation activities.
