Using the three policy options already tested by a range of countries to manage the deployment of their workers to other countries, the proposed tools, which will be developed for select Latin American countries, but will have wider applicability to other countries world-wide, will help enhance states’ capacities to plan and implement labour migration policies within the framework of state-regulated, state-managed, (and state monopoly, if practical) systems. They will be a series of practical reference modules that will be formulated to steer the practical implementation of policy in a guided manner, giving examples of which questions need to be addressed and considered, as well as practices that other states have taken to implement these measures. These modules will be developed by IOM, in close coordination with governmental institutions and with the assistance of a range of experts from select key countries of origin and destination that will be selected based on the strength of their labour migration policy implementation and institutional set up.
