This project seeks to strengthen the Ecuadorian National Secretariat for Migrants (SENAMI) as an institution and a governing body for public policies on migration with a focus on rights and development. The project will include training of SENAMI staff on migration matters, human rights and development. It will also provide technical support to implement the National Human Development Plan for Migration and the Voluntary Return Plan for Ecuadorian Migrants. In terms of migratory policies the project aims to provide technical support to prepare the official and civil society participatory agendas on migration and development, to be presented at the second Global Forum of Migration and Development in Manila in 2008, as well as to the Constitutional Assembly currently underway. The project will include an international symposium on migration management and a report containing methodological proposals to correctly align the issues of development, remittances and public policy. A series of focus-group interviews will also be conducted with Colombian citizens in Ecuador to gain a deeper understanding of their labour and migratory situation.
