Augmentation to “Technical Assistance to the Government of Zambia in Border Management: Preliminary Actions”

The Government of Zambia identified as a priority the improvement of its border management systems and encouraged IOM to assist in building capacities in this regard. With strongly increasing migration movements in the region, including significant irregular migration, including probable elements of human trafficking, the improvement of border management has become a high priority. IOM initiated assistance to the Government of Zambia through the provision and management of an expert assessment of needs, systems and supporting legal and regulatory framework features for management of cross-border movement in Zambia. The assessment resulted in a detailed report and structured workplan, with guidance for further investment, covering the following areas:

- Assessment of the efficiency and effectiveness of migration controls along designated borders, including representative land and river borders and the Lusaka International Airport, inclusive of recommendations for concrete measures related to governmental structures, legislation, policy and operational functions.

- A set of recommendations as to work process and technology infrastructure required to support the work process, together with an implementation plan inclusive of cost estimates for progressive implementation towards a fully functional system.

- A “critical path” analysis for implementation of the main recommendations.
