It has become evident that there are considerable differences between the young people in a context of internal displacement and the population in general, making them more vulnerable when it comes to sexually-transmitted diseases and HIV/AIDS (STDs/HIV/AIDS). Therefore, a country coordination mechanism (CCM) was created in order to design a project proposal to be presented to the Global Fund for HIV/AIDS, tuberculosis and malaria at the end of September 2002. This main proposal aimed to promote the involvement of the formal and informal authorities in the municipalities selected, strengthen the health and educational sectors, and empower the young IDPs and residents in communities receiving large numbers of IDPs.
The purposes of this project were: (1) to implement a pilot project in order to test the strategies and methodologies proposed in the main proposal so as to improve the execution of the main project once it is approved; and (2) to prove IOM's commitment to the prevention of STDs/HIV/AIDS in the target population, both in order to strengthen its function as project administrator and assist in the approval of the main project proposal by the Global Fund.
