The border with the largest number of land entries in Peru is located in the north, in the Tumbes region. However, precisely in this region, there is a lack of reliable data related to migrants’ profiles and protection and referral mechanisms are weak, which poses a challenge to the Government of Peru to: 1) fulfill its responsibilities to protect migrants’ human rights; and 2) preserve the integrity of its border.
Therefore, the Government of Peru requested support from the IOM Development Fund to revise, in a participatory and collaborative approach with national and local authorities, civil society organizations, and international organizations, the current protection and referral mechanisms in place in the Tumbes region.
In addition, the project will also strengthen the border management capacities in the region to ensure protection of migrants’ rights.
More concretely, the project will aim to:
• Identify the limitations of the current protection mechanisms;
• Based on the findings, design and implement a more inclusive protection mechanism, taking into consideration the needs of migrants in vulnerable situations;
• Contribute to gender equality through the analysis of migrants’ needs, with special attention to children, adolescents and women;
• Strengthen the capacities of the national and local authorities, committed to ensure the protection of migrants’ rights;
• Strengthen the efforts made towards the prevention of gender-based violence and trafficking in persons.
