In 2017, with Line 1 funding allocation of the IOM Development Fund, IOM Vanuatu implemented a project which supported capacity building of the Government of Vanuatu (GoV) in managing the displacement cycle in sudden- and slow-onset emergencies, with the aim of ensuring protection-sensitive durable solutions for disaster-affected populations. This included the development of the Vanuatu National Policy on Climate Change and Disaster-Induced Displacement. The Displacement Policy aims to help guide emergency and development planners work together with the GoV to address the needs of all communities affected by displacement.
This follow-up project intends to provide technical support to the GoV towards the implementation of the recommendations and strategic plans outlined in the Displacement Policy as requested by the GoV. In order to achieve this goal, the project will establish a committee dedicated to the implementation of the Displacement Policy under the Ministry of Climate Change Adaptation (MCCA) and a policy brief on the Displacement Policy will be prepared to guide the revision of National Disaster Act, Disaster Risk Management Bill, and Provincial Disaster Risk Management Plan. The project will also support the development of protection-centred guidelines to assist the GoV and other stakeholders in identifying appropriate durable solution options. These guidelines will include Standard Operating Procedures (SoPs) on evacuations and temporary displacement scenarios, planned relocation, local integration, and return and reintegration to places of origin.
