Bosnia and Herzegovina: Strengthening Government Capacities in Integrated Border Management

The objective of this project is to contribute to strengthening migration and border management in Bosnia and Herzegovina, in line with EU standards and best practices. This will be achieved through ensuring that national border management strategic documents and legislation include appropriate measures to address the current migration situation and are further aligned with EU standards, particularly EU 2016/1624 Regulation on the European Border and Coast Guard and the upcoming EU Integrated Border Management (IBM) Strategy.

The expected outcome of the project is that national institutions adopt new/revised instruments to address migration and border management challenges, in line with the EU IBM concept and humane migration management principles. To enable this outcome, IOM will support the development and adoption of the new national IBM Strategy and Action Plan for the period 2019-2021 by providing technical expertise, supporting an inclusive consultation process, and disseminating and launching the two documents at the regional level (Output 1.1). IOM will further develop a mapping of existing national border management relevant legislation, comparing it against EU IBM standards (Output 1.2). The recommendations of the mapping exercise will be used to guide further alignment of national legal framework with the EU acquis (Output 1.3). IOM will initiate this process by facilitating consultations among relevant actors and providing expertise to amend/draft a selected number of laws and/or by-laws. Planned activities will be implemented in partnership with the Ministry of Security and in cooperation with United Nations Development Programme (UNDP).
