The project proposed builds on the request from the Government of Rwanda (GoR), namely, the Directorate General of Immigration and Emigration (DGIE), in response to the identified gaps in migration management policies and technical capacity. Improvement of border management has been crucial for Rwanda, as the country aims to boost cross border trade within the East African Community (EAC). Although, the increasing population flow across the border, when not managed efficiently, may enlarge the potential risk for the country to thrive a hub of illegal migration and trade. It has also been recognized by IOM in past projects that the lack of data collection, ICT-based automation of procedures and documents may increase security risks. As such, the development and implementation of the strategy for the integrated ICT system for Immigration and Emigration is identified as the necessary factor to overcome these challenges. IOM will provide capacity building, training and technical assistance to establish a database for managing the work flow of the Institution, streamline processes and improve efficiency in service delivery. Through implementing ICT strategic plans which are developed under close collaboration between the Government of Rwanda (GoR), DGIE, and IOM, the project particularly aims to achieve substantial transformation in providing services to Rwandan Nationals, international migrants, and foreign visitors.
