This project arises from the outcome of the 12th ASEAN Summit in January 2007 as well as the Cebu Declaration on the Acceleration of the Establishment of an ASEAN Community by 2015 where representatives of ASEAN Member States agreed to transform ASEAN into a region with the free movement of goods, services, investment, skilled labour, and capital.
This project seeks to address the varied and limited levels of capacity, preparedness, and coordination that exist among ASEAN Member States with regard to facilitating the free movement of skilled labour within the ASEAN Community by 2015.
The activities will include: a Forum on increased mobility of skilled labour which will bring together senior labour, education and economic officials from ASEAN Member States to discuss priority actions required in facilitating the freer flow of skilled labour; two capacity building sessions to strengthen efforts to manage highly skilled labour migration flows and collect and share labour market information in ASEAN; one technical consultation on skills standards and certification at the regional level; and supporting ASEAN in the development of a labour market information sharing network through conducting research on labour market situations in ASEAN Member States and an assessment of other regional information-sharing mechanisms and their applicability to the ASEAN context.
