Emergency Response and Assistance to Displaced Populations

Internal displacement is a widespread phenomenon in West Africa. However, most national authorities lack technical capacity to assist and follow-up on the displaced population and coordinate and manage IDP settlements. This is a challenge for the Economic Community of West African States (ECOWAS) and in particular for its Humanitarian Division.
Through this project, IOM intends to provide technical support to ECOWAS officials, Member States and civil protection agencies’ representatives on population displacement management. This includes capacity-building activities both at the policy and at the operational level. At the policy level, the project is framed under the Migration Crisis Operational Framework (MCOF), whereas the operational level focuses on Camp Coordination and Camp Management (CCCM) and displacement tracking.
In line with IOM’s cross-cutting approach to gender, the capacity-building sessions will be addressed to both female and male participants, and will include the Prevention of Sexual Abuse and Exploitation (PSEA) and mainstreaming gender in displacement management. Training of trainers will ensure an impact on the long term and the sustainability of its results.
