The Salvadoran population continues to emigrate to the United States (USA) in an irregular manner. In this context, it is urgent to implement effective actions and mechanisms for identifying vulnerabilities and providing attention that protects the human rights of the Salvadoran migrants abroad and upon their return. As such, the objective of this project is to contribute to building the capacities of the Government of El Salvador to identify, serve, and protect migrants in transit and at their destination, as well as returned persons, with special emphasis on highly vulnerable cases.
Specifically, the IOM Mission in El Salvador will implement this initiative, in coordination with the national partners, by way of three key components: (1) Provision of technical equipment and support for monitoring and analyzing the Salvadoran migratory flows to the USA, thus creating a greater capacity for observing, gathering, and systematizing reliable information regarding cases of human rights violations and other serious crimes; (2) Strengthening of the technical and knowledge-based capacities of El Salvador’s Consular Network in Mexico and the USA, for purposes of identifying and addressing vulnerability profiles; and (3) Support for the creation of positive conditions for the reintegration of the Salvadoran population that returns under conditions of vulnerability.
