This is the second and final 1035 Facility tranche of funding of an overall project budget approved in late 2008 where several donors are involved including the Austrian Development Agency and the Austrian Ministry of the Interior. The first tranche of funding from the 1035 Facility was limited to USD 40,000 as funding available for the Europe region was fully subscribed in late 2008. This project aims to strengthen the capacity of Montenegro’s front-line police officers to manage its borders in a manner consistent with EU standards. The project will provide both personnel capacity building and technical support to the National Central Bureau, Section for Anti-Organized Crime and Corruption and Border Police at two border crossing points. A cadre of professionals will be trained to use advanced technical equipment to help prevent irregular migration flows. The project consists of two main activities: 1) Provision of passport readers, scanjet and mobile phone units to the National Central Bureau, Section for Anti-Organized Crime and Corruption as well as two border crossing points (Bozaj and Bar passenger crossings) and 2) Training of the police staff (National Central Bureau, Anti-Organized Crime and Corruption and Border Police) on how to use the new equipment and how to detect document fraud and irregular migration incidents (human trafficking and smuggling). The 1035 Facility allocation is USD 40,000 with a remaining USD 70,204 of the overall budget to be considered in 2009.
