Djiboutian authorities wish to improve their migration and border management capacities and approached IOM for support, given the organization’s extensive technical expertise in this area.
This project aims to:
1) Upgrade the Personal Identification and Registration System (PIRS) to enable real time connection between border posts and police/immigration HQ.
2) Connect the Automated Fingerprint Identification System (AFIS) and INTERPOL databases with PIRS.
3) Set up a PIRS training laboratory at the Djibouti Police Academy for Police/Immigration staff. This will be followed by necessary Training of Trainers so capacity is built within the police/immigration in Djibouti.
4) Install a Passport examination laboratory at Djibouti Police Academy. This will be followed by necessary Training of Trainers in document examination so capacity is built within the police/immigration in Djibouti.
This project is a pilot project that hopefully will lead to a regional integrated border management initiative between Djibouti, Ethiopia and Somalia.
