The objective of this project is to contribute to strengthening national efforts towards the sustainable reintegration, integration, and protection of vulnerable groups in Montenegro, with a focus on readmitted nationals and victims of trafficking (VoTs). Outcome 1 of the project will focus on enhancing national institutions’ capacities to provide integrated reintegration assistance to readmitted nationals, in line with IOM Handbook on Reintegration and based on the integrated approach to reintegration. This will be achieved by producing a gender-sensitive gap analysis, which will determine the current state of play and will include a set of recommendations to identify further actions in the domain of reintegration assistance. Trainings on integrated reintegration will encompass senior and local level professionals, and coordination meetings will be held to improve both the horizontal and vertical cooperation of different interlocutors working in this area. The activities implemented under Outcome 1 will largely rely on the approaches and tools included in the IOM Handbook on Reintegration. The gap-analysis, recommendations and trainings provided to stakeholders will build upon the IOM institutional expertise, adapted to the local context, leading to the successful completion of the outcome. Outcome 2 will seek to improve the overall provision of identification, protection, and (re)integration assistance to VoTs in Montenegro, through a set of trainings targeting senior front-line actors as well as local level ones. Outcome 2 envisages a training of trainers (ToT) for senior staff specifically related to protection and assistance of migrants vulnerable to violence, exploitation and abuse, as per the IOM Handbook on Protection and Assistance for Migrants Vulnerable to Violence, Exploitation and Abuse. Having increased their knowledge on these topics, the project will enable further transfer of the gained knowledge through trainings for local level officials, which will also be complemented with topics of identification and reintegration of VoTs, ultimately leading to the achievement of the Outcome. Given that the whole intervention was based on specific needs identified jointly with the stakeholder institutions, the implementation of envisaged outcomes will undoubtedly lead to the achievement of the overall objective, i.e. strengthening national response to sustainable (re)integration and protection of vulnerable groups in Montenegro. Capacity building planned under both outcomes will include a Protection against Sexual Exploitation and Abuse (PSEA) module, which will raise awareness amongst national institutions. Importantly, national stakeholders have not received trainings of this kind thus far, therefore this project envisaged a strong capacity building on PSEA as to ensure that effective systems are in place for preventing and responding to acts of sexual exploitation and abuse among both identified groups. This will further contribute to mainstreaming gender considerations in this domain of work.
