Gap Analysis on Migration Management in Albania

This project's aims were to undertake a gap analysis of legislation and institutional structures in the field of immigration in Albania. This activity was framed as a quick and preliminary action prior to undertaking the development of a National Strategy on Migration by GoA and counterpart agencies.

The project envisioned analysis of international and EU standards to assess to what extent Albania was ready to meet the requirements of the EU's Stabilisation and Association Agreement in terms of its legal and institutional capacity. This in-depth analysis took place within a limited time-frame, but should be seen as an essential part of the basis for planning a National Strategy on migration, which will address the gaps identified within the context of this study.

Conducting this analysis has better positioned IOM Tirana for substantive participation in the National Strategy specifically, and in the National CARDS programme overall.
