This project is developed in support of the Government’s priorities set out in the long-term strategic planning ‘Enbek’ South – North Internal Relocation Program, which aims to promote and facilitate internal migration (relocation). The overall project objective is to support the Government of Kazakhstan’s efforts to institute good migration governance and empower migrants and their families as development actors by better addressing the specific obstacles faced by internal youth and women migrants in the labour market and accessing sustainable decent employment. Based on assessment results, the project will facilitate the inclusion of socioeconomic vulnerability criteria into the Enbek Program, with a particular focus on unemployed youth and women. Monitoring and evaluation mechanisms will be developed for the Program to support continuous assessment and future evidence-based reforms to the Program. M&E indicators will be elaborated to match the qualitative inputs, collected through the assessment’s interviews and focus groups with the Program’s beneficiaries. It is expected that the piloting of participatory methods of identification of vulnerabilities for tracking the impact of targeted assistance could become the basis for proposals for other state programs of assistance for vulnerable groups. Finally, the recommendations of the Assessment will be included into the Situation Analysis within a new Migration Policy Concept (2021 – 2025).
