Lesotho Migration Profile: Supporting Evidence-Based Migration-Related Policy Making and Planning in Lesotho (Phase I)

The United Nations (UN) and other international organizations, governments and regional stakeholders recognize deficiencies in data collection and analysis aimed at, amongst others, understanding the nexus between migration and development. A Resolution on International Migration and Development was adopted by the General Assembly on 19 December 2014 (UN, 2014), emphasizing the need for reliable, accurate, disaggregated, nationally relevant and internationally comparable statistical data and indicators on international migration, including, when possible, on the contributions of migrants to development in both countries of origin and destination and in order to facilitate the design of evidence-based policymaking and decision-making in all relevant aspects of sustainable development.

The Government of Lesotho has requested the assistance of the International Organization for Migration (IOM) to strengthen its capacity to collect, analyse and utilize migration data, and ultimately to prepare a Migration Profile, i.e. a data repository, coordination and capacity-building tool, which is country-owned and prepared in consultation with a broad range of relevant stakeholders. Improving migration management at a national level has been identified as a priority for the Government of Lesotho. The request from the Government comes at a time when migration dynamics in the country, region and indeed globally, have become increasingly complex; however, at present in Lesotho there is a severe lack of reliable migration data and analysis on which to base policy formulation and planning. IOM Lesotho intends to provide support to the Government of Lesotho to start the process through an IOM Development Fund (IDF) project.

The overall objective of the proposed project is to provide a base of consolidated and reliable data and analysis on migration with which the Government of Lesotho can develop informed migration-related policies and planning process. In order to realize this objective, the project aims to strengthen the Bureau of Statistics (BOS) capacity to coordinate among stakeholders and produce migration related data and analytical report. The expected outcome for the project is Outcome 1: Lesotho national (public and private) stakeholders generate reliable data and analysis report as a result of improved data literacy and coordination. The Phase I (this project) will be the basis for the Phase II (production of Migration Profile).
