As actors who govern and manage migration, government officials play a significant role in ensuring that migration occurs in an orderly, safe and regular manner. Thus, the objective of this project is to strengthen the capacity of government officials to manage their migration realities more effectively, in line with international governance frameworks through the Essentials of Migration Management 2.0 Programme (emm2.0), which comprises of an online handbook and e-Library that synthesizes IOM’s expertise on migration management, as well as a training programme that customizes and delivers trainings (both face-to-face and online) based on this handbook. The expected outcome of this project is that emm2.0 online handbook and training modules enhance government officials’ knowledge on migration management by exposing them to the full scope of considerations and key resources they should consult when developing migration policies or capacity development strategies. Emm2.0’s modules synthesize issues currently underpinning specific areas of migration management in a way that is up-to-date, theoretically sound and directly applicable to government officials' work; articulate the interlinkages between different areas of migration management while highlighting cross-cutting issues such as human rights, as well as highlighting linkages to global governance frameworks. Furthermore, emm2.0 modules are accompanied with online resources that facilitate ongoing usage and efficient training design. As a result, emm2.0 supports governments in their efforts to ensure that national policies manage migration realities effectively.
Note: This project is part of the overall programme expected to roll-out in 2020. The IOM Development Fund portion of the funding will be utilized towards the development of six (out of 30) training modules and their adaptation into e-learning formats. The remaining emm2.0 modules as well as other accompanying resources and features will fall beyond the scope of this particular project. Once finalized, all emm2.0 outputs will be tested through several pilot implementations and hosted on the online Platform via separate funding sources.
