The complexity of the migratory dynamics in the Western Mediterranean is a real challenge for governmental and non governmental entities at local, regional and international level. The main objective of this project has been to strengthen regional dialogue by organising a platform within the overall “5 +5 strategy” to discuss on a regional basis common migration issues including the link between migration, regional cooperation and development. The participants included representatives from ministries (Ministry of Foreign Affairs, Interior, Employment and Social Affairs), as well as from regional research institutes. IOM participated as a facilitator providing its expertise based on the experience acquired in supporting several regional consultative processes in other parts of the world. IOM also provided its technical support for the follow up of the recommendations which resulted from the 1st Ministerial Conference held in Tunis in 2002, for the development of a regional plan of action and the organization of the Second Ministerial Conference in Morocco.
