The CDMC programme has been serving the remote area of Nakhichevan. The programme plays an important role in diminishing the economic hardship to residents of the enclave, and perhaps in limiting the need for outward migration into Baku and other large cities in Azerbaijan, and ostensibly further international migration that is economically forced. UNDP was a co-funder (through to 30 June 2001), and the project operated within the UNDP programme framework for Azerbaijan.
This contribution enabled IOM to set in place a one-year transition and handover strategy for the programme, with an intention to integrate the programme into the TACIS Rural Invesetment Foundation.
