Peru recently entered into a complex decentralization project whose purpose is to reach an integral, harmonious and sustainable development of the country. As a result of this process 25 regions were created with their respective governments elected in a democratic way, on the basis of the previous political division in departments.
The general purpose of this project was to assist the authorities of the region of Puno in facing the challenges linked to migration, lack of job opportunities and frequent natural disasters. Puno has been confronted with a post emergency situation after been affected by floods and subsequent movements of population. The project has intended specifically to strengthen the regional government’s institutional capacity under the framework of the decentralizing process. Aiming to reduce the pressures for outward migration, it has helped the government to design and implement small scale rural development projects linked to livelihood creation.
