The project aimed to assist the Government of Kyrgyzstan and key non-governmental actors in implementing the inter-ministerial Plan of Action to Combat Trafficking in Kyrgyzstan. This Plan of Action was developed in the spring of 2001 through an inter-ministerial working group specially convened by the government and facilitated by IOM. A nation-wide information campaign and related training activities that target rural populations, children and other groups vulnerable to being trafficked were among the first priorities of the plan of action, along with the development of regional strategies and partnerships with other governments in Central Asia.

The initial contribution from the 1035 Facility allowed IOM to identify with the government the most important first steps, and to pilot their implementation. The outcomes were used to shape further action, inform donor decisions on investment, in further implementation of the Plan of Action.
