This project will initiate activities to address Priority Three of the National Citizenship and Immigration Board (NCIB) Strategic Action Plan by providing technical and material assistance for the establishment of the Secretariat for the proposed Uganda National Identification Project (UNIP). It will provide the requested stage-setting technical assistance in the form of short-term embedded IOM specialist consultants (on-site in vacant space at the offices of the Ministry of Internal Affairs) and provide for initial Secretariat office start-up costs. Through a consultative process, the project will assist in the development of the road map for the design and roll-out of the National Population Databank and system for issuance of secure identity cards for Ugandan citizens and other resident populations. The 1035 Facility project aims to provide a bridge between now and an expected larger funding support in early 2009.
